Disclaimer: I am not explaining Genesis 4:15 inductively, because, as I told my children, "I don't answer why questions," unless the person, or in this case, the text, explains the actions. But I'm quite prepared to answer it from the perspective of Jesus in Luke, in the NT, who cites Deuteronomy 32 to announce that God was going to give the Judeans of Jesus' generation (minus the chosen) a case of Rabies, so they would kill Christ and his followers, and so upon them would fall Cain's punishment (IE: the righteous blood that he shed). I'd also like to say that this I have no animosity toward Jews and that this narrative refers only to that one generation and must not reflect on any other generation. I also can't defend or explain away inconsistencies of the text itself.

[Luk 11:50-51 NASB95] [50] so that the blood of all the prophets, shed since the foundation of the world, may be charged against this generation, [51] from the blood of Abel to the blood of Zechariah, who was killed between the altar and the house [of God;] yes, I tell you, it shall be charged against this generation.'

Here's what he's referring to:

[Deu 32:32-36 NASB95] [32] "For their vine is from the vine of Sodom, And from the fields of Gomorrah; Their grapes are grapes of poison, Their clusters, bitter. [33] "Their wine is the venom of serpents, And the deadly poison of cobras. [34] 'Is it not laid up in store with Me, Sealed up in My treasuries? [35] 'Vengeance is Mine, and retribution, In due time their foot will slip; For the day of their calamity is near, And the impending things are hastening upon them.' [36] "For the LORD will vindicate His people, And will have compassion on His servants, When He sees that [their] strength is gone, And there is none [remaining,] bond or free.

So from the perspective of Luke in the NT, Cain's punishment would fall upon those whom Paul referred to virulently as "Christ Killer," the slogan under which anti-Jewish persecutions and murders have historically been called ever since:
