The audience to whom the writer of "Hebrews" is indicated in every extant manuscript as "To the Hebrews". Another sign was the pouring out of the spirit on all flesh upon Jerusalem, which is referred to as "the Promise of the Father" and again Peter says that this sign has arrived as well:
