No, you didn't misunderstand my question. The "epiphany" I had the other day was that maybe I don't understand the argument in 15 because I'm misunderstanding the origin of the question in verse 14. Hence this question. (Incidentally the other related question I have is what is the "it" in the "So then it depends" in verse 16. All of these will hang together.)
