It appears to actually be referring to those believers in Jesus who have died. This is supported by it being directly after 1 Thess. 4:13, which states Brothers and sisters, we do not want you to be uninformed about those who sleep in death, so that you do not grieve like the rest of mankind, who have no hope.
Work produced out of faith is in anticipation of some reward. Labor prompted by love is with out expecting any reward, it is like doing some thing to some one out of love like we do to our children, friends etc and finally we go on doing (enduring) work and lobor unceasingly because of our hope in our Lord Jesus Christ
