Out of all the biblical characters, who are the best known evangelists?

The greatest evangelist was Jonah.

The size of Nineveh was very large as it had 120,000 infants, i.e. those that were to young to know the difference between left and right. Some think this term means under 7, and estimate around 600,000 inhabitants, assuming 5% of the population being under 7 years of age.

And should not I pity Nineveh, that great city, in which there are more than 120,000 persons who do not know their right hand from their left, and also much cattle?” (Jonah 4:11, ESV)

These were all apparently converted (in some evangelistic sense) in one day:

Jonah began to go into the city, going a day 's journey. And he called out, “Yet forty days, and Nineveh shall be overthrown!” And the people of Nineveh believed God. They called for a fast and put on sackcloth, from the greatest of them to the least of them.(Jonah 3:4-5, ESV)

This makes it the greatest evangelistic campaign recorded in the Bible.

Two Individuals come to mind with respect to their “Influence" and "Soul-winning" ability. These game changers are:

  1. Jesus – as he is the ultimate evangelist - bar none

  2. Paul (by way of the H/S) - as he's still evangelizing today through his great works. They are: Undisputed: Romans, Galatians, First Thessalonians, 1st & 2nd Corinthians, Philippians, Philemon. Disputed: Colossians, Ephesians, 2nd Thessalonians, Hebrews, and the Pastoral Epistles.

Side note: Both had the ultimate advantage, they were called before birth

Jesus - “…He will be great and will be called the Son of the Most High.” Luke 1:32

Paul - “…But when God, who set me apart from birth..” Galatians 1:15
